Contrary to some other answers, COD is not a typically Indian payment mode. It has been around in other countries like USA for decades, just that it used to be offered by the courier / freight company (e.g. UPS) rather than the merchant (e.g. Amazon) and was blended into the freight mode.
AFAIK, AliExpress does not offer COD directly but you might be able to find a courer / freight company that does. Especially if you’re planning to buy regularly and in relatively high volumes.
Fun Fact: Not sure if it’s widely known but many sellers on Amazon India and Flipkart are buyers on AliExpress. In other words, they have created a business of buying from AliExpress and selling on Amazon India / Flipkart.
